South Australian aged care providers can now access their annual individualised quality and safety monitoring reports to measure their performance and compare results with other facilities around the state and the nation.
The Registry of Senior Australians (ROSA) Research Centre, led by Professor Maria Inacio, developed the Outcome Monitoring System (OMS) to monitor, evaluate and inform the quality of care provided to older South Australians in residential aged care and receiving home care packages. This year is the third annual release of these valuable reports to South Australian aged care providers.
The ROSA OMS Reports summarise aged care provider and facility/service level performance based on 12 indicators for residential aged care and 15 indicators for home care package services.
The indicators were co-designed with the ROSA OMS Advisory Committee comprised of aged care providers, clinicians, consumer representatives and advocacy organisations.
The quality indicators are risk-adjusted to ensure provider comparisons account for the different characteristics and health status of individuals cared for by each provider. New this year, the indicators were aligned with the strengthened National Aged Care Quality Standards that are part of the new Aged Care Act implemented in November 2025.
The reports are available annually and many aged care providers have taken the opportunity to request their reports since the first release in 2022.
“The ROSA OMS reports uptake by providers has improved year on year and we hope that this year’s report is able to reach the largest number of providers yet as the registry has been able to prepare reports for most of the providers operating in our state” Prof Inacio said.
This year’s release of the Residential Aged Care reports includes information on the 13,583 South Australians enrolled in ROSA living in 236 permanent residential aged care facilities in SA between 2022-2023. Of the 12 indicators examined, antibiotic use (51%) had the highest prevalence, followed by exposure to a high sedative load (38%), incidence of emergency department presentations (32%), and exposure to chronic opioid use (20%).
The 2025 Home Care reports include information on the 21,925 home care package recipients of 117 services in South Australia who were enrolled in ROSA between 2022-2023. Of the 15 indicators examined, antibiotic use had high prevalence (50.2%), along with emergency department presentations (42.2%), and exposure to high sedative load (26.9%).
Just over half (51.3%) of home care package recipients in the reporting period waited more than 6 months for the commencement of their home care package and only 3.2% had a home medicines review.

National Director of Research and Evidence Adjunct Professor Karen Smith, a recognised leader in the Australian aged care industry, says the reports are a valuable tool that senior aged care executives and clinicians can use to better understand and improve care.

To be able to access these reports from data that is already being collected so there is no additional data collection required of our busy aged care staff is crucial.
